Security gaps at many authorities

Cologne. First, cyber attacks paralyze many regulatory authorities. Then they stumble over inadequacies in the introduction of the digital vehicle registration i-Kfz. And now this too: At the turn of the year, the Federal Motor Transport Authority (KBA) is expected to block online access to 284 of 415 nationwide registration offices because their systems do not meet the minimum security standards.
“In practice, this means that almost 70 percent of all authorities can only accept and process new registrations, transfers of ownership, decommissioning and other orders in paper form, as before,” says Florian Cichon, CEO of Cologne PremiumZulasser eG. The result: the often annoying trip to the office is now necessary again, which the digitalization of the approval system should actually have made superfluous.
According to Cichon, not only will access to the newly established major customer interface for commercial users such as car dealerships and registration service providers be blocked, but also access to the local portals of the registration offices, through which private customers can register new vehicles. “In offline operation, order processing will take significantly longer than online. Car dealerships, registration service providers and other market participants will not be happy about this,” predicts Cichon. The KBA defined the minimum safety requirements during the introduction of i-vehicles. It is not yet possible to predict when the registration authorities that have been taken offline will meet the security requirements and be able to work online again.
